SHELTER ROCK PUBLIC LIBRARY  -  INTERNET POLICY

 

The mission of the Shelter Rock Public Library (the Library) is to serve the changing personal, educational and professional needs of the community by providing free and open access to a broad spectrum of information, materials, programs and services. The Library is committed to intellectual freedom and is dedicated to the principles espoused in the First Amendment of the Constitution of the United States, the American Library Association's Library Bill of Rights, and the Electronic Bill of Rights. Copies of these documents are available at the Library. In keeping with this mission, the Library will provide patrons in good standing and who agree to the terms of this Internet Policy with access to the Internet and the World Wide Web.

 

The Internet is an enormous (and growing) global electronic network that provides dynamic and ever-changing sources of information. However, the Library has no control over the information that can be accessed through the Internet, and it cannot and does not monitor that information, nor does it guarantee the content, quality, suitability or accuracy of any such information. As a result, the Library makes no express or implied warranties of any kind for the services it provides. In addition, the Library assumes no direct or indirect responsibility for any damages that may occur arising from the use by its patrons of its connection to the Internet. This includes such things as loss of data resulting from delays, non-deliveries, service interruptions, or transfers or disclosure of user file information.

 

The use of any information obtained by using the Library's Internet connection is at the user's own risk. Each user is personally responsible for the choice of Internet sites visited. The Library is not responsible for any loss of privacy, fees incurred, or personal or other harm caused to patrons if the user discloses personal information over the Internet. Likewise, the Library is not responsible for damage caused to a computer owned by the user or anyone else from computer viruses acquired through use of the Library’s Internet connection.

 

Request for Access to and Use of the Library's Internet Connection: Any patron in good standing may register for access to the Library's Internet connection, subject to compliance with the Library's rules for use of the Internet. Since the Library recognizes that restriction of a minor's access to the Internet (as with other materials) is the responsibility of the parent or legal guardian, the parent must register in person for all patrons under the age of 18 for their use of the Library's Internet connection. Any patron may cancel a registration to use the Library’s Internet connection by submitting a written cancellation request that will take effect when it is received by the Library.

 

Suspension or Termination of Library Privileges in Case of Violation of the Library’s Rules: The Director is authorized by the Library's Board of Trustees (the Board) to suspend the Library privileges and/or suspend or terminate the Internet privileges of any patron who fails to adhere to the Library's rules for use of its Internet connection. A patron may appeal the suspension or termination of Library and/or Internet privileges, but the suspension or termination will remain in effect until the appeal is heard and a determination of the Board is made.

 

BY SIGNING THE REGISTRATION FORM YOU RELEASE THE LIBRARY AND HOLD IT HARMLESS, IN ADVANCE, FROM ANY AND ALL DAMAGES, DIRECT AND INDIRECT, ARISING FROM YOUR (and/or YOUR MINOR CHILD'S) USE OF THE LIBRARY'S INTERNET CONNECTION; YOU AGREE TO ALL TERMS AND PROVISIONS OF THIS DOCUMENT and TO ABIDE BY ALL RULES POSTED BY THE LIBRARY FOR USE OF THE INTERNET CONNECTION. The following prohibitions always apply:

 

1.        Using Internet-accessible resources in a way that violates intellectual property rights of the owner or creator of the information.

 

2.        Violating laws, including:

 

                m United States copyright law and all applicable state and federal laws;

                m transmission of any material in violation of state or federal law (including but not limited to threatening and obscene

                     material); and

                m engaging in any illegal activity while using the Library’s Internet connection.

 

3.        Using another patron's Library card, password or other user identification to gain access to the Library's Internet connection, or lending your own Library card, password or other user identification to allow anyone else to gain access to the Library's connection to the Internet.

 

4.        Trying to circumvent or breach work-station, network or host security in the Library or at other Internet sites.

 

5.        Changing or deleting computer files that do not belong to the user.

 

6.        Vandalism or any other malicious attempt to harm or destroy data, including unloading or creating computer viruses.

 

7.        Using any electronic mail system to hinder the ability of others to work, or to harass or intimate another person.

 

REMEMBER:       Never give out information to others that identifies the user's home address or telephone number or the address or phone number or others. Be a responsible user. Don’t accept everything you read as the absolute truth simply because you find it on the Internet.
